EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

A Series of Open Workshops Started

Open Workshop №1On 13 October the Project started a series of Open Workshops that will cover various topics in the framework of three major directions: (i) Monitoring as a part of Project Management; (ii) Energy Policy/Energy Strategy, EU-Ukraine contexts; (iii) Legal issues with regard to development needs of the Ukrainian Energy Sector.

The Open Workshop No 1 titled ‘Improving Effectiveness of Programme and Project Preparation and Implementation’ was dedicated to concepts of Project Cycle Management and Logical Framework Approach. Participants addressed main elements of a process of change that is core for every Project, Programme and Policy.

Among a variety of existing management instruments participants from four Ukrainian institutions examined: control, monitoring, evaluation and audit and identified similarities and differences among them. They also exchanged views and shared experience about monitoring approaches and procedures at their own institutions.

The workshop offered an opportunity to think together about possibilities to apply European concepts. Participants understood that the appropriate methodologies to produce results and to achieve objectives can and should be used successfully not only in their professional activities, but also in building their private life.

These Open Workshops – where everybody interested can participate without special invitation – provide a good possibility to share knowledge and experience with experts of other institutions in the energy sector and to learn from each other and the European experts.
