EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

The Project Conducted the Workshop titled “Global LNG Market: State and Prospects. Construction of LNG Terminals”

The Project Conducted the Workshop titled “Global LNG Market: State and Prospects. Construction of LNG Terminals”On 16 November 2010 the ESBS Project organized a workshop titled 'Global LNG Market: State and Prospects. Construction of LNG Terminals'.

The workshop gathered Ukrainian and foreign experts. Among participants were representatives from the Ministry of Fuel and Energy, the Ministry of Finance, the Ministry of Economy, the National Electricity Regulatory Commission of Ukraine, the State Agency of Ukraine for Investments and Development, NJSC “Naftogaz of Ukraine” and “Naftogasbudinformatika” LLC.

During the workshop participants considered the overall characteristics of the global LNG market, paying particular attention to a role of LNG in world energy balance and its perspectives in Ukraine.

Among topics discussed were also practical issues related to existing LNG liquefaction infrustructure, particular features of existing regasification terminals as well as LNG transportation practice and its peculiarities.

Besides, during at the workshop there was a presentation made by an invited British short term expert, Mr. Peter Ball. He presented practical experience concerning financial aspects of regasification terminals investments. In particular, issues related to the specifics of preparation and implementation of such projects and attracting necessary financing. A detailed analysis of possible risks was also presented based on the experience of recently implemented similar projects.

Workshop participants took an active part in discussing the materials prepared and presented by the Project experts. They provided lots of comments not only during the official part of the workshop, but also during a friendly meeting after.

The initiative of the Ministry of Fuel and Energy and NJSC “Naftogaz” to organize such a workshop was highly appreciated by all participants.
