EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

The ESBS Project Conducted a Seminar ‘Project/Programme Cycle Management Using Logical Framework Approach’

Seminar ‘Project/Programme Cycle Management Using Logical Framework Approach’On 23 November 2010 a seminar titled ‘Project and Programme Cycle Management Using Logical Framework Approach’ took place at the ESBS Project premises. It was organized at the request of the Ministry of Fuel and Energy to consider practical application of Project/ Programme Cycle Management principles.

During the seminar Project experts presented all building blocks of the Project/Programme Cycle Management as well as practical examples of its application within the framework of implementation of Energy Sector Budget Support Programme as a whole and the ESBS Project in particular. Participants of the seminar had an opportunity to consider processes of planning, implementation, monitoring and evaluation of sector budget support being one of the most important assistance tools of the European Neighbourhood and Partnership Instrument.
