EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Peak Load Workshop

Peak Load WorkshopOn 25 January, the ESBS Project conducted a workshop to exchange experience of regulating peak loads in power systems, professionals from the Ministry of Energy and Coal Industry, NJSC Energy Company of Ukraine, NPC Ukrenergo and NNEGC Energoatom attended.

The workshop started with opening words by Ms. Orina Fichova, the representative of the Ministry, who welcomed the participants and expressed her hope that the knowledge provided by the EU experts would prove useful.

Dr. George Vlondakis, ESBS Project expert, discussed load control in the context of power markets and presented some basic load management concepts, such as, least cost planning, demand side management, integrated resource planning, load control, demand response and demand side bidding. He also provided an overview of the development and applicability of demand side management in different market models and shared with his experience on how to implement it in practice.

Later, Dr. Vlondakis presented various tools and mechanisms in load management and demand response in competitive power markets used in the EU countries. His presentations raised many questions, and a lively discussion ensued with the Ukrainian participants.

Mr. Finn Lauritsen, ESBS Project Key Monitoring Expert, continued with a presentation on smart grids/smart metering systems and the use of renewable energy resources for power production. Particular attention was given to the issues of energy security and the protection of the environment, which require us to reexamine the sources of energy production. These issues are becoming more important to Ukraine now, as the Accession Protocol to the Energy Community Treaty has been ratified by the Verkhovna Rada (Parliament).
