EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

ESBS Project Delivered the Second Practical Workshop with regard to Methodology to Manage Sectoral Budget Support ProgrammesIn response to frequent requests of experts of ministries and agencies involved in preparation and implementation of EU budget support Programmes for certain sectors of Ukraine the ESBS Project on 13-14 September 2011, under assistance of the EU Delegation to Ukraine delivered the second two-day practical workshop concerning Methodology of planning, implementation and monitoring of sectoral budget support Programmes.

This action enabled another 25 representatives of central executive authorities, in addition to 30 participants of the previous workshop, which took place on 9-10 June 2011, to master the approaches and to received knowledge for implementation of new EU financial modality for direct budget support to sectoral strategies and state target programmes being implemented in Ukraine on a non-revocable and free basis.

Workshop ‘Implementation of mechanisms and instruments for Public-Private Partnership in the Energy Sector of Ukraine’On 8 July 2011, the ESBS Project conducted a workshop titled ‘Implementation of mechanisms and instruments for Public-Private Partnership in the Energy Sector of Ukraine’, professionals from the Ministry of Energy and Coal Industry, Institute of Energy Saving and Energy Management of NTUU ‘KPI’, Scientific and Technical Union of Power and Electrical Engineers of Ukraine.

The workshop started with opening words by Mr. Angel Minev, Team Leader of the ESBS Project, who welcomed the participants and informed that the topic of today’s workshop is public private partnership (PPP) as a new type of cooperation of private sector with government which is successfully developing around the world.

Workshop - Methodology for ESBS Progamme Management (9-10 June 2011)

Workshop - Methodology for ESBS Progamme Management (9-10 June 2011)The ESBS Project conducted a two-day workshop titled ‘Methodology (System) for Planning, Implementation Management and Monitoring of Attainment of Indicators for Disbursement of Tranches and Objectives of the Energy Sector Budget Support Programme (ESBS Programme)’ on 9 – 10 June 2011.

The workshop gathered not only public officials involved in the attainment of indicators of the current ESBS Programme, but also others, who will have the same tasks and responsibilities within similar programmes in other sectors of Ukraine’s economy in the near future. More than 30 representatives from the Ministry of Energy and Coal Industry (Project Beneficiary), the Ministry of Economic Development and Trade of Ukraine, the Ministry of Foreign Affairs, the Ministry of Infrastructure, State Agency on Energy Efficiency and Energy Conservation, National Electricity Regulatory Commission, State Statistics Committee, State Service for Financial Monitoring, NPC "Ukrenergo" and NJSC «Energy Company of Ukraine» attended the event. Sector Managers from the EU Delegation responsible for transport and energy efficiency also participated.

Workshop ‘International Experience in Energy Efficiency’On 29 March 2011, the ESBS Project jointly with the main Beneficiary, the Ministry of Energy and Coal Industry of Ukraine, organized a workshop titled ‘International Experience in Energy Efficiency’.

The purpose of the workshop was to study the best international experience in energy efficiency presented by the countries leading in introduction of energy-saving technologies. In the course of the event leading EU experts exchanged their knowledge and experience with Ukrainian colleagues.

Peak Load Workshop

Peak Load WorkshopOn 25 January, the ESBS Project conducted a workshop to exchange experience of regulating peak loads in power systems, professionals from the Ministry of Energy and Coal Industry, NJSC Energy Company of Ukraine, NPC Ukrenergo and NNEGC Energoatom attended.

The workshop started with opening words by Ms. Orina Fichova, the representative of the Ministry, who welcomed the participants and expressed her hope that the knowledge provided by the EU experts would prove useful.

The ESBS Project Conducted a Seminar ‘Project/Programme Cycle Management Using Logical Framework Approach’

Seminar ‘Project/Programme Cycle Management Using Logical Framework Approach’On 23 November 2010 a seminar titled ‘Project and Programme Cycle Management Using Logical Framework Approach’ took place at the ESBS Project premises. It was organized at the request of the Ministry of Fuel and Energy to consider practical application of Project/ Programme Cycle Management principles.

During the seminar Project experts presented all building blocks of the Project/Programme Cycle Management as well as practical examples of its application within the framework of implementation of Energy Sector Budget Support Programme as a whole and the ESBS Project in particular. Participants of the seminar had an opportunity to consider processes of planning, implementation, monitoring and evaluation of sector budget support being one of the most important assistance tools of the European Neighbourhood and Partnership Instrument.

The Project Conducted the Workshop titled “Global LNG Market: State and Prospects. Construction of LNG Terminals”On 16 November 2010 the ESBS Project organized a workshop titled 'Global LNG Market: State and Prospects. Construction of LNG Terminals'.

The workshop gathered Ukrainian and foreign experts. Among participants were representatives from the Ministry of Fuel and Energy, the Ministry of Finance, the Ministry of Economy, the National Electricity Regulatory Commission of Ukraine, the State Agency of Ukraine for Investments and Development, NJSC “Naftogaz of Ukraine” and “Naftogasbudinformatika” LLC.
