EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Cabinet of Ministers of Ukraine formed an Interdepartmental Commission on Energy Sector Development

On 7 July 2010 Cabinet of Ministers of Ukraine formed an Interdepartmental Commission on Energy Sector Development. Regulation on the Interdepartmental Commission on Energy Sector Development, which defines its composition, tasks and authorities, is approved by the Resolution of the Cabinet of Ministers of Ukraine.

The main tasks of the Commission are to facilitate support to development of infrastructure for sources of energy transportation, including transportation of oil and gas through pipelines, and transmission of electricity through main and distribution networks; and to monitor the processes of Ukraine’s unified energy system integration into the energy unions of European countries and acquisition of membership in Energy Community by Ukraine.

Draft Inception Report of the ESBS ProjectExperts of the "Complementary Technical Assistance to the EU Funded Budget Support to Ukraine's Energy Strategy Implementation" Project prepared Draft Inception Report for the reporting period from February 16 to July 15, 2010.

The aim of the Inception Phase was to assess the local environment and current development in energy sector of Ukraine, to determine whether the original Terms of Reference are still relevant and whether their objectives can still be achieved, whether any corrections are needed to ensure the intervention is effective, as well as to plan activities for the whole period of the Project implementation.

Meeting of Joint Monitoring Group

Meeting of Joint Monitoring Group On 2 June 2010 the third meeting of Joint Monitoring Group of the 'Support to Implementation of Ukraine’s Energy Strategy Programme' (further - the Programme) took place in the premises of the Ministry of Fuel and Energy of Ukraine.

According to the Financing Agreement it is the Joint Monitoring Group (further - JMG), which should monitor how the Programme’s indicators are reached and oversee that the requirements are fulfilled. Such activities must result in drafting Joint Reports on a semi-annuals basis.

The use of Sector Budget Support rose in 2009

The use of Sector Budget Support rose in 2009On 28 June 2010 the European Commission adopted its Annual Report 2010 on the implementation of EU's development and external assistance policies in 2009. Programmes and projects led by the Commission reached around 140 developing countries.

"The Commission has acted rapidly to address the problems caused by the crises of 2008-2009 and to respond to the needs of the most vulnerable countries. It has shown the capacity to innovate and to adapt its aid instruments to maximise the impact of its support. This makes a real difference to people's lives", stated Development Commissioner Andris Piebalgs.

The Law ‘On Public Procurements’ came into force

The Law ‘On Public Procurements’ came into forceOn 30 June 2010 the new Law 'On Public Procurements' came into force. The Document was published in the 'Golos Ukrainy' newspaper.

The Law 'On Public Procurements' establishes legal and economic principles of public procurement of goods, works and services. It is aimed at creation of competitive environment in public procurements, prevention of corruption in this area, development of fair competition, ensuring efficient utilization of state funds.

Energy Strategy of Ukraine will be reviewed with the view of provisions of the President’s Programme for Economic Reforms The Minister of Fuel and Energy, Yuriy Boiko in his interview with 'Uriadovyi Courier' newspaper (Government Courier) stated that the Energy Strategy of Ukraine will be reviewed with the view of provisions of the President’s Programme for Economic Reforms.

'We already have reference points for sector reformation in the form of the President’s Programme for Economic Reforms. It gives new and more detailed directions and possibilities to draw conclusions and make corrections in energy activities of the state on a yearly basis'. Y. Boyko added that currently they carry out a large-scale audit of activities of all previous governments in energy sector.

Yuriy Boyko presented the Ukrainian Gas law in BrusselsOn June 23, 2010 Yuriy Boyko, Ukrainian Fuel and Energy Minister and Günther Oettinger, European Commissioner for Energy met in Brussels. Mr. Boyko presented the Ukrainian Gas law, which is expected to have passed the first hearing in the Ukrainian Parliament by the time of the meeting, and inform EU Energy Commissioner Oettinger about recent developments and further steps concerning modernization of the Ukrainian Gas Transportation System.

Inter-Departmental Expert Level Working Group meeting to discuss progress in the implementation of "Support to Implementation of Ukraine’s Energy Strategy" Programme On 18 June 2010 the Inter-Departmental Expert Level Working Group meeting to discuss progress in the implementation of "Support to Implementation of Ukraine’s Energy Strategy" Programme took place in the premises of the Ministry of Fuel and Energy of Ukraine.

The meeting gathered leaders and experts of the main Beneficiary, the Ministry of Fuel and Energy (MoFE) and experts from other institutions responsible for the implementation of the Programme, namely: National Energy Regulatory Commission of Ukraine, Ministry of Finance of Ukraine, Ministry of Economy of Ukraine, National Agency of Ukraine for Efficient Usage of Energy Resources and the National Joint Stock Company "Naftogas of Ukraine".

The Cabinet of Ministers of Ukraine adopted the draft Law 'On Gas Market'

The Cabinet of Ministers of Ukraine adopted the draft Law 'On Gas Market'On June 16 the Cabinet of Ministers of Ukraine adopted the draft Law 'On Gas Market'. According to the Minister of Fuel and Energy Yuriy Boyko, the draft law was appraised by experts, particularly in the European Commission and is in line with European standards.

It is to be recalled that submission of the Draft Law 'On Principles for Functioning of the Natural Gas Market', aligned with relevant EU legislation, for consideration of the Parliament of Ukraine (Verkhovna Rada) is one of the performance indicators for disbursement in the framework of the 'Support to the Implementation of Ukraine’s Energy Strategy' Programme.
