EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Energy Community Secretariat Organized an Implementation Workshop with Ukrainian Regulatory AuthoritiesOn 14 April 2011 the Energy Community Secretariat organized an implementation workshop with Ukrainian regulatory authorities.

The aim of еру implementation workshop was to recall the principals of the Treaty, outline the role of the regulator in the process and to define pressing issues for the Secretariat’s assistance. The Ukrainian delegation consisted of eight representatives and was lead by Mr. Serhiy Dunailo and Mr. Kostiantyn Telychko, Commissioner’s of the Ukrainian regulator (NERC), Mr. Anatoliy Khodakivskyi, Director of Ukrainian TSO, JSC “Ukrenergo”, Mr. Oleksandr Rogozin, Vice-president of NJSC “Energy Company of Ukraine” and Mr. Angel Minev, Team Leader of a EU financed project ESBS.

Conference ‘Energy Efficiency: Best Practices from European and Ukrainian Cities’ in Kyiv

Conference ‘Energy Efficiency: Best Practices from European and Ukrainian Cities’ in KyivThis event, which took place on 14 April in the framework of the EU Sustainable Energy Week, was for the first time organized in Ukraine by the European Commission. The conference gathered together representatives of the European Association of Energy Efficient Cities, international organizations, mayors of Ukrainian cities who are concerned with the issues of energy efficiency, experts in energy audit and energy management.

In his speech at the opening of the event, the Head of the State Agency on Energy Efficiency and Energy Saving Mykola Pashkevych thanked to the representatives of the European Commission for their support of Ukraine in energy efficiency issues, namely, active work in the regions of Ukraine and sharing experience. “Ukraine aims to follow the example of leading European countries, namely, to increase the level of investments attraction and reach the ‘20/20/20’ goals”.

19.2 Million UAH for Support of Energy Saving Activities

19.2 Million UAH for Support of Energy Saving ActivitiesThe Government approved the order of using budget funds for support of energy saving activities. This was revealed by the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine during the briefing for journalists at the Cabinet of Ministers of Ukraine. According to him, the Government deftermied the procedure of compensation of compensation from the state budget of the interest rate on loans involved entities to implement energy efficiency measures, including for energy efficiency projects.

'According to the Law of Ukraine 'On State Budget of Ukraine for 2011', UAH 19.2 mln are provided for these activities', he said. Mykola Pashkevych informed that, first of all, state aid will be targeted on projects aimed at reduction of natural gas consumption, reduction of energy-output ratio of products, as well as deployment of renewable energy sources.

Energy Taxation: Commission Promotes Energy Efficiency and More Environmental Friendly ProductsThe European Commission has today presented its proposal to overhaul the outdated rules on the taxation of energy products in the European Union.

The Commission wants to promote energy efficiency and consumption of more environmentally friendly products and to avoid distortions of competition in the Single Market.

It proposes splitting the minimum tax rate into two parts. One would be based on CO2 emissions of the energy product and would be fixed at €20 per tonne of CO2.

The European Commission Presented its Communication on Smart GridsOn 12 April 2011 the European Commission presented its Communication on smart grids. It sets policy directions to drive forward the deployment of future European electricity networks.

A smart grid is an upgraded electricity network to which two-way digital communication between supplier and consumer, intelligent metering and monitoring systems have been added.

EU Sustainable Energy Week in UkraineAs we informed earlier, between April 11 and 15, 2011 the EU Sustainable Energy Week (EUSEW), Europe’s key event for a more sustainable energy future will be held. Hundreds of events organized in all parts of Europe will show, promote, discuss and celebrate energy efficiency and renewable energy.

The Sustainable Energy Week is aimed to demonstrate to businesses, decision-makers and the wider public that sustainable energy technologies are viable, cost-effective and good for the environment.

Ukraine will Start Modernization of Gas Transportation System This SummerYuriy Boyko, the Minister of Energy and Coal Industry Minister informed that the first stage of modernization of Ukraine's gas transportation system (GTS) in collaboration with international financial organizations will be launched in the middle of June.

Ukraine not once declared its plans to modernize its GTS, which is used to transport about 80% of Russian gas to Europe. In the next seven years, the modernization will require about 6.5 billion euro.

Workshop ‘International Experience in Energy Efficiency’On 29 March 2011, the ESBS Project jointly with the main Beneficiary, the Ministry of Energy and Coal Industry of Ukraine, organized a workshop titled ‘International Experience in Energy Efficiency’.

The purpose of the workshop was to study the best international experience in energy efficiency presented by the countries leading in introduction of energy-saving technologies. In the course of the event leading EU experts exchanged their knowledge and experience with Ukrainian colleagues.

The Third Ukrainian Business Summit on Climate Change

The Third Ukrainian Business Summit on Climate ChangeOn 23 March 2011 the UN Office in Ukraine, Global Compact Network Ukraine, supported by the Ministry of Environment and Natural Resources of Ukraine and the leading Ukrainian business publication ‘Kommersant’ convened a business summit ‘Climate Change: Energy in Focus’.

For the third year already the Summit presented the largest platform in Ukraine to discuss issues of environmental protection and conservation of natural resources through business with the aim of uniting all the stakeholders for quality and constructive dialogue, among which are Government officials, representatives of national and international companies, reputable public sector experts, etc. Altogether more than 250 participants attended the event.
