EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

The ‘Business and Energy English / Professional Skills Training Programme’ Renews its ActivityDear Ladies and Gentlemen,

On 7 February 2012 the ‘Business and Energy English / Professional Skills Training Programme’, organised and financed by the EU Project ‘Complementary Technical Assistance to the EU-Funded Budget Support to Ukraine's Energy Strategy Implementation (ESBS)’  launched its activity.

This programme is based on successful experience of implementation and results of the first ‘Business and Energy English / Professional Skills Training Programme’. It is proved to be an effective capacity building tool for the staff and leaders of involved Ukrainian ministries and agencies. The Programme allows facilitating internal contacts between professionals of different institutions involved in sector budget support programmes and hence contributes to capacity building process for their successful implementation.

EC hopes for binding 2030 EU energy goals by end-2013: OettingerThe European Commission wants to give investors long-term confidence about the direction of EU energy policy, including potentially binding 2030 energy goals, EU energy commissioner Gunther Oettinger said Tuesday.

"We hope that by the latest at the end of next year we will have clearer ideas about the preferable [long-term] scenarios," Oettinger told a conference in Brussels focused on the EC's energy roadmap 2050.

"And we hope to be able to set binding goals in terms of renewables, CO2 emissions and energy efficiency so that everybody knows the direction of our energy policy toward 2030, so investors can be more confident in their planning," he added.

The EC's energy roadmap 2050, unveiled last December, sets out different scenarios for achieving EU leaders' agreed voluntary goal to cut the EU's greenhouse gas emissions by 80-95% below 1990 levels by 2050.

On renewables, Oettinger said the policy choice depended on when they will be able to compete directly with fossil fuels.

The EU starts New project to support Reforms in Energy sector of UkraineThe European Union and Ukraine continue cooperation in implementation of the measures agreed in the EU-Ukraine Association Agenda in the areas of energy efficiency and renewable energy sources, including the implementation of the road map agreed under the Energy Memorandum of Understanding in these areas. Currently one of the major tasks on the agenda is to set up an appropriate institutional framework to sustain implementation of such measures in the long term. To contribute to setting up of such institutional framework the EU launched new technical assistance project as part of the Sector Policy Support Programme (SPSP) signed by the EU and Ukraine in December 2009.

On January 27, 2012 at 11.00 the new EU financed Project “Capacity Building of the State Agency for Energy Efficiency and Energy Conservation” has been launched at the premises of the Project Beneficiary, State Agency for Energy Efficiency and Energy Conservation of Ukraine (SAEEEC).

2012 Declared as the International Year of Sustainable Energy for AllIt was announced by the UN Secretary General Ban Ki-Moon at the opening of the 5th World Future Energy Summit which was held from 16 to 19 January 2012 in Abu-Dhabi (United Arab Emirates).

The UN Secretary General called for stepped up action by governments, private sector and civil society to ramp up their investments into sustainable energy since 2012 was declared the International Year of Sustainable Energy for All. In particular, he noted: “Across the world we see momentum building for concrete action that reduces energy poverty, catalyses sustainable economic growth, and mitigates the risk of climate change. Achieving sustainable energy for all is both feasible and necessary, and my initiative will help us meet these objectives simultaneously. It can be a triple win for all”.

Ukraine Passes to a Policy of Energy Independence and Energy EfficiencyThis was announced by the Prime Minister of Ukraine Mykola Azarov during the opening speech at a session of the Cabinet of Ministers on 25 January 2012, when he charged the Ministry of Energy and Coal Industry and the Ministry of Economy to develop a strategic national program for energy saving and energy efficiency.

“This task is not for one year. It requires huge resources and complex and balanced management decisions. But this is reality without alternatives.
