EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Study Tour to Spain

huelvadsc05727On 17-23 October 2010 a study tour to Spain was organized by the Project for the representatives of its Beneficiary and target groups, dealing with the issues of oil and gas complex of Ukraine. This tour was aimed at learning the experience of construction and operation of LNG terminals.

The participants held a meeting with the representatives of the Ministry of Industry and Tourism (MITYC) of Spain during which they were introduced to the Spanish Energy Market and its Gas and Electricity sectors in particular.

The participants also visited Enagás which is the technical manager of the gas system and common carrier for the high pressure gas network in Spain. Its facilities include more than 9,000 km. of high-pressure gas pipeline over all the Spanish territory, two underground natural gas storages, and three regasification plants. These plants have a total emission capacity of 4,650,000 m³/hour, and a total storage capacity of 1,437,000 m³ of LNG.

During their visit to Enagás the participants became familiar with its Principal Control Centre which is responsible for:

• the viability of the individual commercial operations of each system user

• planning the short-term operation of the system and its viability

• issuing the instructions required to facilities operators so that they can carry out the operations planned in a coordinated way, and

• managing any deviations or operational constraints which might arise

Learning the experience of a new underground storage construction in Yela (Guadalajara) became an interesting part of the study tour. Specifically, the 11 wells needed for the development of storage are in the process of drilling at the moment. It is scheduled to start the construction of the plant in the second half of 2010.

The participants also paid a visit to the regasification LNG terminal in Huelva (Sevilla) and conducted a meeting with the representatives of Gas Natural Fenosa which is a leading multi-national company in the gas and power sectors. It operates in 23 countries and has more than 20 million customers around the world. It is the biggest supplier of natural gas and LNG in the Mediterranean and Atlantic basins, as well as a market leader being present throughout the entire gas value chain, with investments in exploration, production, liquefaction and transport operations.

On 22 October 2010 the wrap-up meeting with the Enagás and Mercados representatives took place where a number of questions from NJSC ‘Naftogas of Ukraine’ was discussed.
