This Leaflet provides basic factual information on the concept, objectives, main beneficiary and target groups and components of 'Complementary Technical Assistance to the EU-Funded Budget Support to Ukraine's Energy Strategy Implementation' Project (ESBS Project). In addition, it contains project and EU Delegation contact information where further information can be found. Leaflet gives an opportunity for newcomers to get quick overview of the ESBS Project.
The first publication prepared by the ESBS Project provides a quick overview of the EU-Funded Budget Support to Ukraine's Energy Strategy Implementation. The publication is prepared by the ESBS Project experts on the basis of the project’s Technical Offer, using provisions of Financing Agreement on Energy Sector Budget Support Programme (ESBS Programme), Instructions of the Ministry of Finance dated 28 December 2009, as well as Guidelines for EC Support to Sector Programmes, which is the 'Bible' for budget support operations.
The Brochure informs the readers about general framework for the EU-Ukraine Cooperation, contains main definitions and milestones of the budget support programme in Ukraine. It introduces main elements of the Energy Strategy of Ukraine too. The Brochure includes a comprehensive list of performance indicators for disbursement of the budget support as identified by the Financing agreement.
