EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Project Components and Activities

As per the project ToR, the project activities are sequentially discussed and grouped around the following discrete (but inter-related) work packages or components:

• Inception phase;

• Implementation phase, that includes the following components:

• Component 1: Capacity building;

• Component 2: Ad hoc assistance related to fulfilment of indicators for the Energy Sector Budget Support Programme;

• Component 3: Ad hoc assistance related to implementation of the provisions of the EU-Ukraine Joint Declaration on modernisation Ukraine's gas transit network;

• Component 4: Preparing the mid-term evaluation of the Energy Sector Budget Support Programme;

• Component 5: Ensuring communication and visibility of the action;

• Component 6: Support to the Implementation of Ukraine's Accession Protocol to the Energy Community;

• Component 7: Support to Ukraine's Accession to ENTSO-E;


• Component 8: Support to the SAEEEC;

• Component 9: Studies, Workshops, seminars, study tours and other events;

• Component 10: Development of Project Identification Documents (PIDs) , visibility, reporting.
