EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Component 7: Support to Ukraine's Accession to ENTSO-E

This Component is designed to provide support to the implementation of the first phase of the accession of Ukraine and Moldova to the ENTSO-E electricity network, including support to the study of the terms of the synchronised unification of the Ukrainian and Moldovan electricity systems with the continental European ENTSO-E electricity system ("Catalogue of Measures"), and preparation of related studies, reports and recommendations to be used by the MoECI as the basis of decisions and further action.

• Support to the study of the terms of the synchronised unification of the Ukrainian and Moldovan electricity systems with the continental European ENTSO-E electricity system ("Synchronisation Study").

• Assistance to the MoECI in preparation of specilised studies, reports and recommendations related to decisions and further actions concerning ENTSO-E.

• Support to implementation of the EU best practice with regard to integration of UPS of Ukraine into ENTSO-E.

• The synchronisation of electricity systems is one of the high priorities of EU - Ukraine cooperation, and the participation of Ukrainian representatives in this meeting is of high importance. The project team will also support the necessary preparation of these meetings.

• Support to the on-going series of meetings between the representatives of Moldova, Romania and Ukraine on the Synchronisation Study.
