EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Start of the ‘Business and Energy English / Professional Skills Training Programme’

Start of the ‘Business and Energy English / Professional Skills Training Programme’On 21 September the Project has organised an opening of a one year ‘Business and Energy English / Professional Skills Training Programme’. This training programme is aimed to contribute to capacity building support to Ukrainian ministries and agencies, involved in sector budget support programmes.

The opening of the programme was not just a formal standard procedure. Participants of the programme took an English test, which will help to define their level of English and to form three groups for training sessions, which will start from 4 October 2010 on a regular basis, twice a week for two academic hours each.

The interest to the training programme is great. The ESBS Project received more than 90 applications. The opening event gathered nearly 70 professionals from different ministries and agencies, such as the Ministry of Fuel and Energy of Ukraine, the National Electricity Regulatory Commission of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the National Agency for Efficient Use of Energy Resources of Ukraine, NJSC ‘Naftogaz’ of Ukraine and NPC ‘Ukrenergo’.

Though the main purpose of this training programme is to improve skills of those involved in sector budget support programmes in understanding, analyzing, writing and communication in the English language, an added value is the possibility to enhance the contacts between professionals of difference institutions and hence to build a strong network of professionals around sector budget support programmes.
