EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Energy Efficiency Acquis – Practical Implementation AspectsOn 17 March 2011 the Secretariat of the Energy Community organized a training workshop on 'Energy efficiency acquis – practical implementation aspects'.

The aim of the training workshop was to assist the Contracting Parties to clarify better practical implementation aspects, to build on the lessons learned in the European Union, and from each other.

The workshop focused on the practical implementation of the three Energy Efficiency Directives: (1) Directive 2006/32/EC on energy end-use efficiency and energy services; (2) Directive 2010/31/EU on the energy performance of buildings, recasting and repealing Directive 2002/91/EC, and (3) Directive 2010/30/EU on the indication by labeling and standard product information of the consumption of energy and other resources by energy-related products, recasting and repealing Directive 92/75/EEC.

There is an obligation of the Contracting Parties to transpose in their legislation and implement the above mentioned Directives (1) and (3) by 30 December 2011, and by 30 September 2012 for Directive (2), with some exceptions for certain articles. In the course of the workshop, the experts from the European Union and Croatia outlined process of implementation of above mentioned EE acquis, including recommendations for the Contracting Parties.
