EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

First Day of Ukraine in the Energy Community

First Day of Ukraine in the Energy Community On 18 April the first Day of Ukraine in the Energy Community took place at the Energy Community Secretariat. The aim of the event was to provide platform for discussion on the first outcomes of one year membership of Ukraine in the Energy Community and identify main further steps in light of the Treaty implementation. Led by Prof. Dr. Natalia Boytsun, Director for European Integration and International Relations in the Ministry of the Energy and Coal Industry, the Ukrainian delegation consisted of 24 decision makers representing the Energy and Foreign ministries, the Cabinet of the Ministers, as well as of representatives of the President of the country H.E. Victor Yanukovich. H.E. Ihor Prokopchuk, Permanent Representative of Ukraine to the International Organizations in Vienna, as well as representatives of the European Commission attended also the meeting. The delegation, additionally, included officials of the NJSC “Naftogaz of Ukraine”, SC “Ukrtransgas”, NPC “Ukrenergo”, AIM and DTEK.

Energy Community launches a public consultation on regional energy strategy

Energy Community launches a public consultation on regional energy strategy The 9th Ministerial Council established a Task Force and mandated it to develop a Regional Energy Strategy of the Energy Community. The Strategy will take stock of where the region currently stands and where it is heading in the next decade. As an outcome, there will be a list of regional objectives and the main actions that are required to reach them, as well as a regional energy demand trend analysis. The aim of the public consultation is to collect the views of interested stakeholders about the main issues to be included in the Strategy. As of 2 April 2012, the Energy Community Secretariat invites the stakeholders to comment on the questions raised in the Consultation paper.

Information regarding High Level Group Meeting of the Energy CommunityThe 24th Permanent High Level Group Meeting of the Energy Community was held in Vienna, Austria on 23 March 2012.

Within the framework of regional energy strategy development of the Energy Community, the Ukrainian delegation delivered a presentation on the Ukrainian gas transportation system functioning and its importance in the context of security of energy supply of the Region and raised the issue to grant the project of modernization of the Ukrainian gas transportation system with “the Project of European Significance" status.

On 15-16 March 2012 a regular Mission of the Energy Community Secretariat took place in Ukraine. Energy Community conducted a Study to boost Energy Performance of BuildingsThe final report of the “Study on Energy Efficiency in Buildings in the Contracting Parties of the Energy Community” is now available on-line. The overall objective of the Study is to support governments in their efforts to meet their commitments under the Energy Community Treaty. To this end, the study call for the efficient use of energy in buildings, as well as the implementation of the NEEAPs with respect to buildings sector.

Energy Community is planning to present a report on Ukraine

Energy Community is planning to present a report on Ukraine Energy Community Secretariat is planning to officially submit a report on Ukraine's implementation of commitments taken under the Energy Community membership this year in September.

Today this was announced to “Ukrainian Energy” by the Deputy Director and Head of Legal Department of Energy Community Secretariat Mr. Dirk Bushle.

"The report most likely will be presented in September," - he said.

He said that Ukraine lacks the necessary reforms in the energy sector, which is essential for investors, committed government in many matters and true partnership with the Energy Community.

Performance by Ukraine of its obligations  under the Treaty establishing the Energy CommunityOn 24th September 2010 Ukraine signed the Protocol on the Accession to the Treaty Establishing the Energy Community. Since 1st February 2011 Ukraine has become a full-fledged member of the Energy Community. As a Contracting Party to the Energy Community Treaty Ukraine has to implement the European Union acquis in electricity, gas, environment, energy efficiency and renewable energy sources.

Commitment to the Energy Community Treaty is good for energy security and for Ukraine's independence 13 January 2012 Energy Commissioner Oettinger spoke to Ukrainian Energy Minister Boyko regarding the ongoing discussions between Ukraine and Russia on the question of gas pricing and transit. Minister Boko reassured Commissioner Oettinger that the outcome of these discussions would ensure uninterrupted supplies of Russian gas to the EU.

Energy Council sets priorities for enhancing and extending the Energy Community

energy communityEU ministers meeting in the Energy Council last week have called for the extension of the Energy Community Treaty beyond 2016.

Welcoming the “the progress concerning the integration of the Energy Community with the EU, in particular the accession of the Republic of Moldova and of Ukraine, as well as Armenia's observer status in the Energy Community”, the Council conclusions on strengthening the external dimension of the EU energy policy.
