EC Energy Sector Budget Programme

Until the end of 2006 EU provided its assistance to Ukraine through TACIS Programme launched in 1991. For the period of 2007–2013 instruments of financial aid have been replaced by the European Neighbourhood Policy Instrument (ENPI). The ENPI introduced in 2007 provides general/sector budget support (and other aid instruments) in addition to technical assistance to ENP countries, whereas the TACIS programme only allowed for technical assistance.

Discussions on the Energy Efficiency Directive continue in Europe

Discussions on the Energy Efficiency Directive continue in EuropeOn 19-20 April 2012 the Informal Energy Council took place in Horsens, Denmark during which the Non-Paper of the Services of the European Commission on Energy Efficiency Directive was produced.


This non-paper aims at supporting the discussions on the proposal for a new Energy Efficiency Directive by providing information on its estimated costs and benefits. It also compares the estimated impact of the original Commission proposal with the Council text, version of 4 April 2012. The evaluation is made by the Commission Services on the basis of available expert research.

First Day of Ukraine in the Energy Community

First Day of Ukraine in the Energy Community On 18 April the first Day of Ukraine in the Energy Community took place at the Energy Community Secretariat. The aim of the event was to provide platform for discussion on the first outcomes of one year membership of Ukraine in the Energy Community and identify main further steps in light of the Treaty implementation. Led by Prof. Dr. Natalia Boytsun, Director for European Integration and International Relations in the Ministry of the Energy and Coal Industry, the Ukrainian delegation consisted of 24 decision makers representing the Energy and Foreign ministries, the Cabinet of the Ministers, as well as of representatives of the President of the country H.E. Victor Yanukovich. H.E. Ihor Prokopchuk, Permanent Representative of Ukraine to the International Organizations in Vienna, as well as representatives of the European Commission attended also the meeting. The delegation, additionally, included officials of the NJSC “Naftogaz of Ukraine”, SC “Ukrtransgas”, NPC “Ukrenergo”, AIM and DTEK.

Verkhovna Rada authorized to reorganize NJSC "Naftogaz", while prohibiting its privatization

97930Verkhovna Rada authorized the Cabinet of Ministers of Ukraine to reorganize NJSC "Naftogaz of Ukraine", while prohibiting its privatization as well as companies that will be created as a result of its reorganization.

Verkhovna Rada introduced some changes to the Article 7 of the Law of Ukraine “On Pipelines”, prohibiting the privatization of state enterprises and subsidiaries of NJSC "Naftogaz" that perform activities relating to transportation by trunk and distribution pipelines, storage in underground facilities, as well as of NJSC "Naftogaz of Ukraine".

Verkhovna Rada determined that the reorganization of these enterprises will be carried out by decision of the Cabinet of Ministers of Ukraine.

Energy Community launches a public consultation on regional energy strategy

Energy Community launches a public consultation on regional energy strategy The 9th Ministerial Council established a Task Force and mandated it to develop a Regional Energy Strategy of the Energy Community. The Strategy will take stock of where the region currently stands and where it is heading in the next decade. As an outcome, there will be a list of regional objectives and the main actions that are required to reach them, as well as a regional energy demand trend analysis. The aim of the public consultation is to collect the views of interested stakeholders about the main issues to be included in the Strategy. As of 2 April 2012, the Energy Community Secretariat invites the stakeholders to comment on the questions raised in the Consultation paper.

EU and Ukraine initialled Association Agreement

EU and Ukraine initialled Association AgreementAt the 15th EU-Ukraine Summit in December 2011, the leaders of the European Union and Ukraine announced that they had finalized negotiations on an Association Agreement, aimed at establishing political association and economic integration between the European Union and Ukraine. This Agreement will replace the Partnership and Co-operation Agreement, in force since 1998, as the contractual basis of their relations. At the Summit, the leaders also instructed their Chief Negotiators to initial the Agreement as soon as possible.

EU and Ukraine launched a project to improve legal framework for energy efficiency The State Agency on Energy Efficiency and Energy Saving of Ukraine and its European partners launched the Twinning Project “Improvement of the Policy Framework in the Sphere of Energy Efficiency and its Approximation to the Requirements of the EU Legislation”. Representatives from EU and Ukrainian authorities, media and public learnt of the importance and necessity to improve the legal framework of energy efficiency.
